"Pseudo-MPEC" for 2016-038C = NORAD 41590 = Falcon 9-026 Stage 2

In late May 2023, this object's perigee dipped into the upper atmosphere, reaching a minimum perigee of about 130 km and dragging its orbital period down (click here for a plot of orbital period and perigee height from 2023 May 1 to 2023 October 1). This caused the object to drift off from Space-Track TLEs, resulting in its appearance on NEOCP.
I've computed ephemerides and fixed TLEs are available from the GitHub site. This should enable Sat_ID to catch this object if the surveys observe it again (which they almost certainly will.)
Follow-up : ATLAS recovered this object in early September. The atmospheric drag didn't pull it down as far as I'd expected, probably because the atmospheric density at high altitudes has a strong seasonal component to it (and my drag model doesn't include that fact).
