"Pseudo-MPEC" for ZTF01a9 = ZTF01a9 = ZTF01nS

The following linkage is quite possibly wrong. Getting it to work requires strong non-gravitational forces. Solving for the separate arcs, though, gives suspiciously similar orbital elements. I suspect it's an active, maneuvering object.
