"Pseudo-MPEC" for James Webb Space Telescope = 2021-130A = NORAD 50463

This pseudo-MPEC uses observations from before the first mid-course correction burn (MCC-1a). Comparing the two, it looks as if the burn was about 20 m/s, almost all of it away from the earth. Previously, had JWST's trajectory been left unaltered, it would have climbed up to about a million kilometers away, then come back in late February. Now, it wouldn't come back until early April.
It occurred to me that if it was me doing it, I'd want the initial burn to put JWST in an orbit such that, if anything went wrong, it would "fall short" of the Earth-Sun L2 point and stay in geocentric orbit, where I could communicate with it, fix the problem, and then send it to the Earth-Sun L2 point. So I'd err on the side of "too little burn" rather than "too much".
If there's a malfunction, JWST will stay in our neighborhood and the problem can be worked on at leisure. With this new burn (going a lot closer to the Earth-Sun L2 point, but still erring on the side of "too little"), JWST would come back to a (very distant) perigee in April, then go back out to near the Earth-Sun L2 point in May. You'd ideally fix the problem, then give it another burn near that April perigee to put it out to the Earth-Sun L2 point. I expect somebody on the JWST team has done some contingency planning along these lines, probably thinking something along the lines of "$DEITY, I really hope we don't have to do this."
(EDIT: turns out this all may be true, but there are added reasons the JWST crowd wants to add speed, not subtract it. Any attempt to reduce speed would involve turning around, which would fry the optics. So, many good reasons to do things this way.)
