"Pseudo-MPEC" for C3R7AC1 = A10VD8Z = C3R7C51

A few days ago, ATLAS reported a tracklet for A10VD8z, short enough that I couldn't even be sure that it was an artsat. However, if it was one, it would have an inclination of about 31 degrees and ascending node around 288 degrees.

Five days later, Catalina reported data for C3R7AC1, with a sufficient arc to say that it was geocentric with a matching inclination and ascending node. This enabled an easy linkage. Solving for solar radiation pressure gets you AMR = 0.9 +/- 0.9 m2/kg, so this isn't an ETBO.

A search through the MPC's artsat file and through NEOCP objects didn't turn up additional tracklets. Since it's not an ETBO, we ought to have been able to identify it going back a while. It's fairly bright. My guess is that this is a relatively new object. There's nothing in the Space-Track TLEs with matching inclination and eccentricity, so I can't associate it with a known launch.

As usual, I've computed TLEs for the object and they are posted to the GitHub repository and will be used by Sat_ID.
