I have no idea what this object is. You can click here for a plot of its inclination and perigee distance from 1963 to the present, but it hasn't helped me. (Sometimes, I've been able to dig through old launch lists and notice that something launched decades ago had an inclination/perigee close to that shown in a plot like this, and have been able to make an identification that way. It didn't work here.)

The object was 'discovered' on 2009 July 30, but some precovery observations have been found in archival astrometry. The following is just the relatively recent data; you can click here for the full set of astrometry going back to 2006.
