"Pseudo-MPEC" for 2016-038A = NORAD 41588

This object appears to still be maneuvering; orbital elements computed using the July or August nights don't line up with the September data, and the TLEs from JSpOC also show big changes in the orbit. It's supposed to be a geostationary satellite over 75 E. The orbital elements shown below look as if it's nudging its way toward that goal.
