Do you really mean that Guide is connecting and communicating
with the scope on COM2, with others connecting via COM13? It
would be _very_ weird indeed for a serial port to be assigned two
numbers.

I have to suspect some sort of hardware issue, or perhaps a
serial configuration issue within Windows. The only "configuration"
inside Guide is quite straightforward: you pick a serial port, and
that's it. If you haven't changed that within Guide, I'd assume
something has changed either in Windows, or in your cable. (Or
I may be misunderstanding you... as I wrote above, that COM2 and
COM13 access sounds bizarre.)
