Is there a way to set up a toolbar button to toggle on/off the display
of the UCAC4 stars? I've read through the comments at the bottom of
toolbar.dat file but could not find a way to do this toggle

I know you can turn on/off by right clicking but that requires several
steps to turn the stars back on.
