Hmmm... just tried getting comets today, and everything worked. The
current US government shutdown hasn't applied to the Minor Planet Center,
and the remaining comet data comes from IMCCE, which is based in France.

If you can access

http://www.minorplanetcenter.net/iau/Ephemerides/Comets/Soft02Cmt.txt
http://www.imcce.fr/fr/ephemerides/donnees/comets/ASCII/ELTDAT.TXT

then all really _should_ be well. I'd give Guide another try. If it
still fails, and you're unable to access the above two files, then we
definitely need to look more deeply at the problem.
