Aha! Try adding this line:

UCAC4_PATH=C:\Program Files (x86)\guide9\UCAC4

Note both the case-sensitivity, _and_ that it's a line unto
itself. (The line you noticed, beginning with DLG_3025, tells
Guide: "When dialog 3025 is started up -- this is the Alt-J
one -- have the default text shown to the user be
UCAC4_Path=C:\Program Files (x86)\guide9\UCAC4". Presumably,
you hit Alt-J, entered that text, and the DLG_3025 line was
added to guide.dat.)
