You definitely need to be using the correct GUIDE link:
http://www.minorplanetcenter.net/iau/Ephemerides/Comets/Soft02Cmt.txt

which is formatted exactly for Guide protocol.

Copy and paste that in some folder and then simply go to the MPC hot button and
"Add Asteroids and Comets" and open that file into Guide...it replaces the
existing file you have and is ready to go.
