I had no problems with getting UCAC4 working.  You do need to have Guide 9.  I keep all my astronomical catalogs in a separate folder because many of them are used by more than one application but you can put the UCAC4 folder anywhere you like. 
 
I created a new, UCAC4 folder in my Astronomical Catalogs folder and copied both sided of the DVD into it.  One side of the DVD has a U4b folder containing Zones 1-379.  There are also a number of other folders on this side that are probably not needed but I copied them anyway.  The remaining zones (380-910) are on the second side of the DVD in a U4b folder and will be copied into the U4b folder on your hard drive also.  When you are done, your U4b folder should contain all of the zone files, Z001 - Z910.
 
Next, set the the tdf path to point to your UCAC4 folder.  Mine looks like this: UCAC4_PATH=c:\Users\John\Documents\Astronomical Catalogs\UCAC4\u4b.   

Finally, use Extras/Toggle user data sets to turn on UCAC4 and adjust it however you want it.

I have proven in every way and does not work.
Can you tell me step by step what I have to do from the 2 dvd to put them in the folder 9.0Esto guide tells me is what the help guide 9.0

Hmmm... a few comments here:

Don't worry about the u4i folder. The only part of it Guide uses is the
file 'u4index.asc', and it doesn't even really need that. (If it's available,
UCAC4 will be displayed a little bit faster. I only notice the difference
when displaying UCAC4 straight from the DVD, something I doubt most people
will do, except maybe to test out UCAC4 use.)

In Extras... Toggle User Datasets (Otros datas de usuario), do you
see a "UCAC4" option? Is it turned on, with Shown At (Mostrar de) set
to, say, 0 to 5 degrees?

When you click on Help... About Guide, the last couple of lines should
give the version date ("estas ejecutando la version del...") What version
date do you see?

I have a feeling I'll be getting a lot of questions about UCAC4... I'm
thinking of ways to make it a little easier to use in Guide.
