Ouch. You're right. And Grant sent me a screen shot (via private e-mail)
that shows "UCAC-3 (downloaded from VizieR)", but not the simple "UCAC-3"
option.

Grant (and anyone else running into this issue), if you download

http://www.projectpluto.com/ucac3.tdf

and put it in your Guide folder, all should be well. My apologies;
this file was part of previous Guide updates, but dropped out somewhere
along the way.
