That sounds like the most plausible explanation to me (non-English locales).

I tried with and without accented vowels with no luck, though. Normally
it doesn't matter and the address verifies ok either way. Accented
vowels are tricky because some English-centric sites don't encode them
properly into UTF-8 or Unicode.

The separation of “first name“ and “last name” into fields is also a
trap for many cultures. In Spanish-speaking countries, for example,
people have two last names, while in other countries the family name
comes first. Should I omit the second last name? Should I put my family
name as first or last name?

Good sites simply ask for “Cardholder Name (as it appears on the
card)”... and then you just type what you read on the card, in all-caps,
instead of trying to guess how you should break your full name to fit
the first name-last name scheme (for me, the name on card is first name
initial, space, truncated first last name).

One final problem in the order form is the tiny space available in the
“state/province“ field. Most countries don't use standard abbreviations
for first-level administrative divisions, and when you're forced to fit
a long word in a small space you get the gut feeling that the order
process isn't going to end well.

acting offended or anything, sorry if I gave that impression. I just
wanted to make it clear that the order form doesn't work for us, that
it's not a “&*!# user” thing :-)
