Same here. I tried almost every combination possible, including entering
my name truncated as it appears on the card in the “billing” section,
eliminating accents in the address, separating street name and number
with and without a comma, and attaching the province alongside the city
instead of fitting it in the tiny “state/province“ box that only has
room for two-letter U.S. state abbreviations.

A PayPal account seems easy enough to open... (hint, hint :)
