I've had a few reports of TLE download problems. I had them
briefly myself. I went to

http://www.tle.info/data/

the site from which 'all_tle.zip' comes, and found a 179-byte (I
think) ZIP file there, which contained a zero-byte 'alltle.txt'.
Which sounds like what you saw as well.

_Right now_, there is a valid 'all_tle.zip' on the site. But the
availability of the files on that site is definitely becoming a little
sketchy. You'll see that the folder contains a couple of dozen subset
files for Iridium, GPS, geosats, etc., each of which is a 112-byte
header with no data. (Guide doesn't make use of those files.) About
the best I can suggest if you run into TLE downloading trouble is to
try again in a few hours. There is no alternative, other than to sign
up with space-track.org and download the files by hand. (space-track
doesn't make access to their files as simple as just downloading them,
the way tle.info does.)
