I realise the MPC must calculate orbit that fit the 2 or 3
observations available, in order to generate the ephemerides. I
should
have said:

reliable/publishable elements are available.<
They specify that the observer assigned designations shouldn't be
promulgated, and I imagine they feel the same about these elements.
