Yes, I'm keeping GSC on the disk. This is in part because even with
UCAC-3 in the world, people will still sometimes want to find the star
"Formerly Known As" GSC 3141 5926, and will want to be able to show
stars labelled with GSC identifiers.
I've also retained the ability to display GSC, though I can't really
see any good reason to do this except for testing purposes. I just didn't
see reason to rip all the code out. (The GSC data consumes about 200
MBytes, which is peanuts on a 4.7 GByte DVD.)
This also makes it possible that, at some point, you'll be able to
click on a UCAC-3 star and get both UCAC-3 and GSC data. I haven't done
that yet. There is no cross-index, so I'll have to do some additional
work... almost certainly not until after Guide 9 is released.

Yes. Because I don't want to maintain two separate batches of code,
there is really just one Guide software, which will be able to run with
Guide 8 and 9 disks. (And probably Guide 7 disks, though I've not tried that
in a while.) Of course, when you run with an older disk, you'll be missing
new data, and usually some nifty features requiring large files only found
on the newer disks.
This, incidentally, is one more reason I've left the Guide 9 software
capable of doing everything with GSC: it's important to me that the software
still work with 8.0 disks, which only have GSC on them.
