You're right, the manual is missing.

My ISP recently moved various things onto different systems,
and it looks as if the 'manual' folder is now supposed to contain
the manual for Apache. I've moved the Guide manual to a different
'user_man' folder, and updated the link from the home page, so
you should be all set now.

While I was about it, I also posted a more current version of
the manual. (Needs still more editing, I'm afraid! Or better
still, a rewrite; I'm not entirely happy with the clarity of the
user manual. But the posted version was dated 2003; the new
one is 2008.)
