In my opinion it is far easier to do this:
Extras -> Asteroid options -> Add MPC comets/asteroids -> Click to
download updated comet data and add it to Guide

However, if you want to use the Soft02Cmt.txt that you have downloaded,
I think this should work:
Extras -> Asteroid options -> Add MPC comets/asteroids -> Add MPC
asteroids/comets (then go to wherever your SOft02Cmt.txt is and select it).
