You can do that in XP Pro, but not in XP Home.

However, there is a way to enable the Security Tab in XP Home too, so
that you can control file accesses in XP Home just as in XP Pro. Check out:

In XP Home, you also have another option how to control access rights to
files and folders: open a Console window ("DOS box") and use the CACLS
command from the command line. That works in both XP Home and XP Pro.
