It looks as if you can't access the entire folder that way.
As you found, you _can_ get at the manual starting at

http://www.projectpluto.com/manual/page01.htm

I found an older version with all the pages ZIPped together
in one file, at

http://www.projectpluto.com/manual2.zip

Prompted by your e-mail, I've updated 'manual2.zip'. Give
it a try and see what you think. It's about 134 KBytes. I'll
wait a bit for problem reports/corrections, then update the
individual manual pages accordingly.
