I've just tried the 'simple' method of e-mailing 'new.htm' and
'guide8.zip' to Alan. Which fixes the problem for the moment, but...
It would help if IE were providing more of a message than
"Internet Explorer cannot display the webpage". But it's well-known
that most of us would just be confused by more detail.
I suggested a possible workaround to Alan, which may be useful
should he (or anyone else) encounter similar problems: use of a
Linux Live-CD. Perhaps smallest and simplest to use would be Puppy
Linux, available via
http://www.puppylinux.org/
I've tried it, and have been favorably impressed. It works well
with a mostly non-Linux oriented person such as myself. It requires
roughly an 88 MByte download. Put the resulting file on a CD or USB
stick, and you can boot up in Linux, start up a browser, and see
if the site is still blocked.
None of this involves doing anything to your Windows installation,
so it's a "safe" test. If you try it, and find that Linux also
can't access the site (but can access others), you should pester
your ISP. If Linux _does_ access the problem site, the problem
lies somewhere in Windows-land.
