Looks as if the VizieR folks are having more server problems.
Try hitting Alt-J and entering this line:

If I want to switch to, say, the Russian VizieR mirror, then
I change 'RIZIER' to 'VIZIER', and the first 'VIZIER' to something
like "AIZIER". Guide will only pay attention to the VIZIER line.
This works, but with all the VizieR-related troubles of late, I
may switch over to providing something wherein one can select a
VizieR mirror from a list.
