If you look here:

you'll be told that "final" UCAC, filling in the gap from
dec +50 to Polaris, will be done in "early 2008". Be advised,
though, that this date has already slipped a lot.

I believe a preliminary version may be being used by the
AAVSO's on-line chart generating system, VSP:

http://www.aavso.org/observing/charts/vsp/

which, if true, may mean there's a version good enough for
producing charts, but needing work to (for example) get the
photometry nailed down, or the last digit or so in the positions,
or cross-indexes to other catalogues, or infrared magnitudes
linked in from 2MASS, or what-have-you. Still, it's
encouraging.
