You might try prefixing listings as:
Scope, Control
Scope, Aligning
Scope, etc.
Time, format
Time, etc.

Then a Sort option would put all Scope listings together, and so
on. It might be a lot of work renaming things, but I suspect it
would be easier than trying to set up a menu|sub-menu system. One
option I used to prioritize locations in another program (before I
found Guide) was to put a (!) in front of the locations which brought
them to the top of a very long list but still kept them
alphabetized. In that particular program, you had to click on the
list to set the program to a new location. That might work in Guide,
come to think of it.

Just thoughts off the top of my head, Bill. Maybe some others will
chip in here with some ideas.
