OK, with luck, I will now be barking up the right tree.
I assumed the problem had nothing to do with installing.
Looks as if I was wrong about that. I will direct my
investigations accordingly.

True enough. And, of course, an issue not limited to
Vista (or even A2.0; one should also be able to set the
location for UCAC-2 and some similar datasets.)
