I created a chart for the asteroid. I set the time at 8:30 local time. Made a trail
with 15 minute steps, index freq at 2, label freq at 4, with 20 steps.

The trail had 8 at the start of the line -- when it should have been 8:30, and 9 at
the 9:30 position (two tick marks later.

Why is it rounding off the hour???
