Something weirds going on, it seems if you sort the wds file you can
keep the tdf as is, with no modification, and all should be okay.
This is what I would have expected anyway, but it didn't seem to work
the first time I tried it, but now it does.

take the sorter.exe file out of that compressed file.
Open a DOS box.
Have your wds data file available in the same directory as your dos
box opens in.
type
sorter wds_in wds_out 113
where in and out are your input and output filenames
you will have to check the 113 value, basically that's the start
column number of where the coordinates are listed at the end of each line.
However, I can't quite be sure, but I think the lines are a bit wider
in WDS 2006.5 than they were in WDS 2005, so you'll have to use a text
editor and replace the above 113 with the appropriate number.
Then the standard Guide WDS tdf with sort remaining set at 1 should
work, once you've replaced your original file with the newly generated
file.
If it does not, simply delete any toler lines you may have.
If it still does not, I dunno. It ain't making much sense isn't this
little vagary.
