Thanks for pointing this one out. I was able to get the elements
from Heavens-Above at

It's an interesting case: the nominal ephemerides show it crashing
into the earth within a couple of days of the epoch (10:44 UT on 7 Sep
2006), then spiralling into the center of the earth a few days later,
then spiralling outward as Jari mentioned. I _thought_ I'd trapped such
situations and flagged them as errors, but I see where this one evaded
those traps. I think I've fixed it.
