Where do you find these?

I can find up-to-date orbital elements, but is the format layout of
the GUIDE comet files? If I knew that, I could create my own.

I can pretty much figure out what all the data columns are except
what is the value in:

column 63 (always 0.0)?
column 133 (always 2000.0)?
column 141?
column 147?
