No idea as to why it would lock up, but I'd suggest trying this:
run Charon as

charon -D9

from the DOS command prompt. This will turn on 'maximum-level'
debugging. Charon will give a running account of what it's doing,
stored in the file 'charon.log'.

Send that file to me, and I should be able to narrow down the
problem a bit.
