It's been a while ago since I got Charon working on my Windows
systems, but it sounds like it is almost certainly a memory issue.
Did you create a PIF file for Charon (by right-clicking on Charon.exe
and selecting "create shortcut")? The PIF can then be editted by
right-clicking on the shortcut and selecting "Properties". Under the
"Memory" tab, make sure everything says "Auto", and "Uses HMA"
checkbox is checked. Under the "Program" tab there is a button that
will show you what autoexec and config file will be used; make sure
that the config file contains the first two lines similar to:

dos=high,umb
device=%SystemRoot%\system32\himem.sys

(You didn't say what version of Windows you are using; the path may
differ for win98.)

These are just some things to try based on what I see on my system.
Try googling for DOS4GW and problems running in dos windows; keep
trying different things, and eventually it will run.

(Memory problems can also crop up after you get it running, if it
tries to load too many stars from the catalog; in that case you just
have to reduce the area of the sky being searched.)
