On Windows 2000 and XP you can assign any desired drive letter to any CD or
DVD drive, via the "Disk Management" application.

To get there, run "Control Panel" and select "Administrative Tools" then
double click "Computer Management". Alternatively, right click on "My
Computer" on the desktop, and select "Manage" from the pop-up menu.

Once you're in the "Computer Management" application, select "Storage", then
"Disk Management". You can now right click on any drive and select "Change
Drive Letter" from the pop-up menu.
