Hmmm... a bit of Googling reveals the following facts:
The original Herschel 400 is a subset of the 2514 objects catalogued
by William Herschel. The full list is at
http://obs.nineplanets.org/herschel/h2500.txt
The Herschel II list appears to be another subset of 400 from this
list. I've found a copy at
http://www.maa.agleia.de/Messier/E/Xtra/Similar/her400l2a.txt
Each of these lists gives NGC and IC cross-references, and it may
be possible to generate lists with improved coordinates from the NGC-IC
Project data. I will investigate.
