I feel your pain here. I also have daylight "saving" time disabled, at
least in theory. In practice, despite the fact that the check-box has a
big, fat, empty absence of a check mark in it, Windows appears to apply
the correction anyway. This affects Guide and Dimension 4 (program for
automatically setting one's PC clock via Internet). As best I can tell,
disabling the check box has no effect whatsoever! There are two ways
around this, as follows.

I've evaded this problem by telling Windows that I am usually in the US
Eastern Time zone (-4 hours from UT in summer, -5 hours the rest of the
time). In April, I tell it that I've moved to the US Central Time zone
(-5 hours from UT in summer, -6 the rest of the time). In October, I
reverse this procedure. Very odd, I realize, but it's the only solution
I've come up with... suggestions, anyone? (Other than switching to a
non-MS operating system?)

An alternative workaround is to hit Alt-J and enter the text

TOFFSET=1

to add a "time offset" of one hour. I would probably use this, but
then I'd still have the problems with Dimension 4. The "I've moved west
for the summer" workaround is my recommended one.

I currently see this problem in WinME, and vaguely recall seeing it
in Win95. Dunno if other forks of Windows have this problem.
