I think I evaded the '.txt' by downloading the compressed file.

I'd like to claim that this weirdness can be evaded by use of
Mozilla, which (in general) I find to be greatly superior to IE
and Outlook Express. But seems Mozilla has the same bizarre
extension-mangling behavior.
