Gary,
you have to expand the compressed file directly in the main Guide directory (c:\Guide8 in your case). That will replace the old files.
Anyway, you can always check what version of the software you are running by clicking on Help>About Guide...

I believe I followed the instructions for installing the updates to
Guide 8.0, but they don't seem to have any effect on the program.

In other words, I downloaded the update file and unzipped it into
C:\Guide8. A new folder also called Guide8 was created inside the
first Guide8 folder. The new folder looks like it has the right
files in it, i.e. New_tool.dat, etc. but the behavior of the program
hasn't changed as near as I can tell.

I am mainly a Mac user, so I have probably overlooked a step which
non-newby Windows people know about but what might that missing step
be? Don't I have to do something to the files other than what I
describe above?
