Charon, Find_Orb updates

Hi folks,

A couple of days back, I posted updates to Charon and Find_Orb.

Charon can now use the UCAC-2 catalog, as distributed on three
CD-ROMs by USNO:

If you're using GSC of any kind (including GSC-ACT) for astrometry,
I _strongly_ recommend that you cease to do so in the large chunk of
sky covered by UCAC-2. GSC is now teetering on the brink of absolute
and total obsolescence. UCAC-2 provides more stars, better accuracy,
fewer defects, etc., etc. If it covered the entire sky (right now,
it stops at about declination +45), it'd be perfect. We'll have to
wait a year or so for that happy day to arrive.

I made some pretty minor improvements to Find_Orb:

mostly in its generation of "pseudo-MPECs". These have a few
bells and whistles that were previously unavailable, undocumented,
or both.
