I almost always look for element sets on Mike McCants' page:

http://users2.ev1.net/~mmccants/tles/index.html

Near the bottom of this page is a comment about the "old
elsets subdirectory", leading to...

http://users2.ev1.net/~mmccants/oldelsets/index.html

...which tells you that Mike's site only has elements for the
last few months. But it does reference some other sites, such as

ftp://ftp.seds.org/pub/sat/molczan/

that go back ten years or so. So it ought to be possible to ID
your object.
