As Oliver pointed out, the "leading zeroes" only works for
coordinates, and the amount of control over the time format
is minimal. While I do have plans to address this:

and energetic people can make assorted changes to the
time format used in Guide by editing 'startup.mar':

in neither case did I address leading zeroes. I'll modify
'future.htm' accordingly, so that when I _do_ get around to
handling time formats properly, I'll remember to include
that detail.
