I've just written up an answer for this at

Basically, if Guide 8 can access only data from the first CD,
it can go from 1995 to 2005. Data from the second CD lets it go
to 1992 to 2007 for _all_ asteroids, and from 1960 to 2023 for
_numbered_ asteroids only.

I describe a way (near the bottom of the above link) to take
the MPCORB.DAT asteroid element set and integrate it numerically
to any desired date. This is a slow process, but it lets you
get _all_ the asteroids for _any_ date.

Somebody mentioned to me, only a few days ago, that a message
such as "Outside asteroid data time span!" would be better than
"Not an asteroid!"
