Tooltips may be great - especially when exploring new program features.
It is of course a good idea to give the user the possibility to switch them
off but it is also a question of the delay required for them to pop up when
the cursor is left remaining over a tool button, data entry field, control
etc. Quickly pop-up's might be annoying, too long delays might render
tooltips worthless. But in general - having the possibility of tool tips
showing up if desired would be great - perhaps no one of us really knows the
function of each and every button out of heart. And tooltips are a windows
standard (GUI guidelines) and therefore will help (new) users with a common
program behavior.

I agree with Bernd. A switch on/off would be great.
