Interesting, I just tried it and it seemed to work fine as noted
below,

test.bmp made using Guide8 "Make BMP" command.

opened fine with MS Paint in Win95 and Win98SE
opened fine with PhotoShop 5 and Picture Window Pro 3.1c in Win95
