I remember this was an old problem due to missing set_07.bmp file on Guide
7 CD.
I have checked the last Guide update files and the mentioned BMP file is there.

So to have the level 7 button, you must have:
- set_07.bmp file in your Guide program directory
- the "Go to Level 7" in toolbar setting "on"

This works ate least for me (using November 14 version, but the same is
valid for all earlier Guide 7 versions).
