Hello, Guy,
Yes, that's him. He and L.V. Morrison did a study of occultations of stars
by the Moon, eclipses of the Sun, and transits of Mercury, published in
1984. The dT tables in Astronomical Ephemeris are based on their work. (At
least as of 1988, which is the last AE I bought.)
