I did make this test:

-- Copy an old soft02cm.txt file (from 2018) to the Guide folder.
-- Run Guide, Extras / Asteroid_Comet_Options / Add_MPC_comets_asteroids
/ click_to_download...
-- Close Guide
-- Look at the properties of the soft02cm .txt file: The date is
September 15.

yes it's 3 days old, but that's much better than a file from 2018. The
download from the internet works.
