You need to setup account, to access the data.

At 

https://celestrak.com/NORAD/elements/

You can get data, but not a file containing all satellite tle data.

At

https://www.prismnet.com/~mmccants/tles/index.html

You can get data for us military satellites, which is not found at the above site.
