The VSX data file is updated in VisieR every Monday "if the VizieR staff is available".  My VSX data file in Guide 9 is from 2016.  I just downloaded the latest version, 17.6 MB compressed.

To update my Guide 9, is it simply a matter of placing vsx.dat.gz in the Guide folder and uncompressing it?
