works for me unter wine and Linux Mint 18.3.

these are the error messages, I got from debug mode:

Yes. They switched from http: to https: :

https://www.minorplanetcenter.net/mpec/K17/K17X05.html

I had thought this wouldn't be a problem for Guide. I didn't
know for sure, but I thought the requests for http: data would
be redirected to the correct https: version. That didn't happen.

If you put this in your Guide folder, things should work :

https://www.projectpluto.com/tear2.exe

It will replace an existing 'tear2.exe' (if you don't get an
"overwrite this file?" message, you aren't putting it into the
correct folder!) It's been tested now by me and two other people,
and has worked on our machines... please let me know if you find
any issues.

The new 'tear2.exe' will not show a progress dialog. Other than
that, it should work much as the old one did to download files.
